The assault caused the partial shutdown of the CTA tunnel and the Terminal 3 car park.

An additional two individuals are now in custody related to a theft at London's Heathrow Airport where 21 people were injured by what is thought to be pepper spray, according to law enforcement.

A man, 24, was arrested in Lambeth on suspicion of robbery and assault and a woman, 23 was arrested on suspicion of conspiracy to commit robbery. They both remain in custody, authorities confirmed.

The arrests follow an investigation into an attack at the multi-level parking garage at Terminal 3 on Sunday. Prior to the incident, two women were robbed of their luggage upon exiting a parking garage elevator.

A toddler aged three was one of the injured in the event. Five people were taken to the hospital for treatment and were later discharged.

Police arrested a 31-year-old man on suspicion of robbery and assault close to the location. He has since been released pending further inquiries while inquiries continue.

Police were called at about 8:10 in the morning GMT following reports of several individuals injured by a noxious substance thought to be an irritant spray.

The assault - which authorities stated was a standalone incident and not considered an act of terror - caused delays to rail services and the partial closure of the Central Terminal Area tunnel and the Terminal 3 car park for a short time.
